Several Baltic / Red-Sea cable cuts since 2023 have prompted investigation. Resolves YES if a government or coalition (NATO, EU, US, UK) issues an official statement attributing a 2026 undersea cable cut to a named state actor or its proxies, before 31 Jan 2027.

Resolution criteria

Public attribution from a national government, NATO, or EU institution naming a state actor.
